Through the years, ICT keeps on changing. Today, ICT is used to
promote Social Change. ICT can make an impact to people by being able to address a certain social issue in the hope that people would make a stand against the issue and provide solutions to it. Some of the examples wherein ICT is used as an instrument for Social Change are to address gender inequality and for the innovation of social entrepreneurs.
According to Women's Learning Partnership (WLP), ICT can sustain or deepen the power imbalance between men and women, rich and poor, the North and South. WLP utilizes the use of ICT to diminish the marginalization and isolation of women. They aimed to harness ICT for women empowerment, and for collective and advocacy purposes.

In the case of social entrepreneurs, the use of ICT, according to Ashoka Innovators for the Public (https://www.ashoka.org/story/new-report-technology-drives-change), for the sake of ICT itself is meaningless and a waste of resources. They utilize the use of ICT by means of putting it into context, and through several trainings for the social entrepreneurs, which is further explained through the book Social Innovation Mapping: Social Entrepreneurs Changing Lives Through ICT. The book mentions several principles that were produced from the work of social entrepreneurs that aims to make a change through entrepreneurship by means of ICT.
